Modi Advocates for Global Governance Reform at BRICS 2025

Prime Minister Modi attended the 17th BRICS Summit held in Rio de Janeiro, Brazil.

New Delhi, India, July 7, 2025 — Prime Minister Narendra Modi participated in the 17th BRICS Summit held in Rio de Janeiro, Brazil, on July 6-7, 2025. During the Summit, the leaders engaged in productive discussions on various topics on the BRICS agenda, including the reform of global governance, enhancing the voice of the Global South, peace and security, strengthening multilateralism, development issues, and Artificial Intelligence. The Prime Minister expressed his gratitude to the President of Brazil for his warm hospitality and the successful organization of the Summit.

The Prime Minister addressed the inaugural session on “Reforming Global Governance and Peace and Security.” Later that day, the Prime Minister also spoke at a session on “Strengthening Multilateral Economic-Financial Affairs and Artificial Intelligence.” This session included participation from BRICS partner countries and other invited nations.

During the session on Global Governance and Peace and Security, the Prime Minister reaffirmed India’s commitment to amplifying the voice of the Global South. He called for a multipolar and inclusive world order, emphasizing that global governance institutions, such as the UN Security Council, the IMF, the World Bank, and the WTO, need urgent reform to align with contemporary realities. He expressed gratitude to the leaders for emphasizing the importance of UN Security Council reform and for using strong language on the issue in the Summit Declaration.

The Prime Minister emphasized that conflicts occurring from West Asia to Europe are a significant cause for concern. He further stated that India has consistently advocated for dialogue and diplomacy as means to resolve these conflicts and is prepared to contribute to such efforts.

During the session on “Strengthening Multilateralism, Economic-Financial Affairs, and Artificial Intelligence,” the Prime Minister emphasized that the diversity and multipolarity of BRICS are valuable strengths. He pointed out that, in a time when the world order is under pressure and the global community is facing uncertainty and challenges, the relevance of BRICS has become increasingly apparent. He suggested that BRICS can play a crucial role in shaping a multipolar world and offered four recommendations:

  1. The BRICS New Development Bank should adhere to a demand-driven principle and prioritize long-term sustainability for project funding.
  2. The group should consider establishing a Science and Research repository to benefit countries in the Global South.
  3. There should be a focus on securing and strengthening the supply chain of critical minerals.
  4. The group should strive for responsible AI governance, addressing concerns while fostering innovation in the field.

These suggestions aim to enhance the effectiveness and impact of BRICS in the global arena.

Following the Leaders’ Session, the member countries officially adopted the “Rio de Janeiro Declaration.”
