PU Clarifies Rules for Fresh Enrolment of Registered Graduates Ahead of Senate Elections 2026

Chandigarh | February 4, 2026
Panjab University has issued a fresh clarification—following and in continuation of its notice dated January 23, 2026—regarding applications for fresh enrolment as Registered Graduates for the upcoming Senate Elections 2026.
The clarification, released by Mr. Yajvender Pal Verma, Registrar-cum-Returning Officer, states that applicants seeking fresh enrolment must apply strictly in accordance with Regulation 5 (Pages 62–63) of the Panjab University Calendar, Volume I, 2022.
Importantly, this communication supersedes and replaces an earlier update issued earlier the same day under the same file number, and is intended to remove ambiguity regarding eligibility and procedure for prospective applicants.
What the University is now following
The February 4 clarification makes it clear that, irrespective of any other regulations or past interpretations, the University will strictly adhere to the provisions of the Panjab University Calendar, Volume I, 2022, for the purpose of registering graduates for the 2026 Senate polls.
Under the Calendar, the following categories of Panjab University graduates are eligible for enrolment, provided they are domiciled in India:
- Doctorate or Master’s Degree Holders in any Faculty of the University; or
- Graduates who completed their degree at least five years before registration, from:
- Panjab University, Chandigarh, or
- University of the Panjab, Lahore.
For this purpose, the five years are calculated from the year in which the degree examination was passed. A person declared to have graduated in any faculty examination in 2021 or earlier will be eligible for enrollment in 2026.
How to Apply
Applicants must submit their request on the prescribed form, along with a one-time enrolment fee of ₹15, to the Registrar’s Office before the notified deadline.
They are also required to provide:
- Details of their matriculation or higher secondary qualification, and
- Their ordinary place of residence or business.
Who Can Vote or Contest?
The University has reiterated that only those graduates who are duly enrolled, have completed all formalities, and have paid the prescribed fee will be eligible to vote or contest in the Senate Elections 2026.
For comprehensive rules and procedures, applicants are advised to consult Chapter II(B) of the Panjab University Calendar, Volume I, 2022, available on the University’s official website.
