Prime Minister Narendra Modi of India participated in the 25th SCO Summit held in Tianjin, China.






Tianjin, China, September 1, 2025 — Prime Minister Narendra Modi of India participated in the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), which took place in Tianjin, China, from August 31 to September 1, 2025. The Summit featured productive discussions on the SCO Development Strategy, global governance reform, counter-terrorism, peace and security, economic and financial cooperation, and sustainable development.
During the Summit, the Prime Minister emphasized India’s commitment to enhancing cooperation within the framework of the Shanghai Cooperation Organization (SCO). He stated that India aims for increased action based on three key pillars: Security, Connectivity, and Opportunity. Highlighting that peace, security, and stability are essential for progress and prosperity, he urged member countries to take strong and decisive steps to combat terrorism in all its forms. The Prime Minister emphasized the importance of coordinated efforts to combat terrorist financing and radicalization. He expressed gratitude to the member countries for their solidarity following the Pahalgam terror attack and reiterated that there should be no double standards in the fight against terrorism. He called on the group to hold accountable those countries that perpetrate and support cross-border terrorism.
The Prime Minister emphasized the importance of connectivity in promoting development and building trust. He stated that India is a strong supporter of projects like the Chabahar port and the International North-South Transport Corridor. He also highlighted opportunities in areas such as start-ups, innovation, youth empowerment, and shared heritage, which should be explored under the SCO framework. The Prime Minister proposed the establishment of a Civilizational Dialogue Forum within the group to enhance people-to-people connections and cultural understanding.
The Prime Minister expressed his support for the group’s reform-oriented agenda. In this context, he welcomed the establishment of centers focused on addressing organized crime, drug trafficking, and cybersecurity. He also urged the group to adopt a similar approach to reforming multilateral institutions, including the United Nations.
The Prime Minister expressed gratitude to President Xi Jinping for his warm hospitality and congratulated him on the successful organization of the Summit. He also praised Kyrgyzstan on its new role as the next President of the SCO. At the conclusion of the Summit, the member countries of the SCO adopted the Tianjin Declaration.
Prime Minister Narendra Modi also met with the President of Russia, H.E. Mr. Vladimir Putin, during the Shanghai Cooperation Organization Summit in Tianjin, China.
