Modi and Xi Strengthen India-China Relations at SCO Summit

New Delhi, India, August 31, 2025 — Today, Prime Minister Narendra Modi of India met with Xi Jinping, President of the People’s Republic of China, during the Shanghai Cooperation Organization (SCO) leaders’ summit in Tianjin.

Both leaders expressed their satisfaction with the positive momentum and steady progress in bilateral relations since their last meeting in Kazan in October 2024. They reaffirmed that the two countries are development partners rather than rivals, emphasizing that their differences should not escalate into disputes. A stable relationship and cooperation between India and China, representing a combined population of 2.8 billion, is essential for the growth and development of both nations. This collaboration is also vital for fostering a multipolar world and a diverse Asia that aligns with the trends of the 21st century based on mutual respect, mutual interest, and mutual sensitivity.

The Prime Minister underlined the importance of maintaining peace and tranquility in the border areas to foster the continued development of bilateral relations. The two leaders expressed satisfaction with the successful disengagement that took place last year and noted the ongoing peace and stability along the border since then. They reaffirmed their commitment to finding a fair, reasonable, and mutually acceptable resolution to the boundary issue, taking into account the political context of their overall bilateral relations and the long-term interests of both peoples. Furthermore, they acknowledged the significant decisions made by the two Special Representatives during their discussions earlier this month and agreed to continue supporting their efforts.

The two leaders emphasized the importance of strengthening people-to-people connections through direct flights and simplified visa processes, building on the resumption of the Kailash Manasarovar Yatra and the issuance of tourist visas. In terms of economic and trade relations, they acknowledged the role of their two economies in stabilizing global trade. They emphasized the need to adopt a political and strategic approach to expand bilateral trade and investment ties, while also addressing the trade deficit.

Prime Minister Modi stressed that both India and China pursue strategic autonomy, and their relationship should not be viewed through the perspective of a third country. The two leaders agreed on the importance of expanding their common ground on various bilateral, regional, and global issues and challenges, including terrorism and fair trade, on multilateral platforms.

The Prime Minister expressed support for China’s Presidency of the SCO and the Summit in Tianjin. He also invited President Xi to the BRICS Summit that India will be hosting in 2026. President Xi thanked the Prime Minister for the invitation and offered China’s support to India’s BRICS Presidency.
