New Delhi, India, May 26, 2025 — Union Minister for Education, Dharmendra Pradhan, presided over the handover ceremony for the Letter of Intent (LoI) to the University of Liverpool today in New Delhi. It marks the second foreign university to receive a LoI under the UGC (Setting Up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023.
At the event, Ms. Lindy Cameron CB OBE, the British High Commissioner to India, was present along with Dr. Vineet Joshi, the Interim Chair of the University Grants Commission (UGC) and Secretary of the Department of Higher Education in the Ministry of Education. Additionally, Prof. Tim Jones, Vice-Chancellor of the University of Liverpool, and Prof. Tariq Ali, Pro-Vice-Chancellor for Global Engagement and Partnerships at the University of Liverpool, attended. Officials from the Ministry of External Affairs, the Ministry of Education, the University Grants Commission, and other dignitaries were also in attendance.
Mr. Pradhan, speaking at the event, stated that the Letter of Intent (LoI) reaffirms India’s role as a trusted partner in global higher education. He emphasized that this achievement marks another milestone in India’s journey toward strengthening academic partnerships with leading international universities—an aspiration deeply rooted in the transformative vision outlined in the National Education Policy 2020.
Reiterating Prime Minister Shri Narendra Modi’s statement, the Minister emphasized that the Prime Minister has set the goal of transforming the country into a Viksit Bharat (Developed India) by 2047. He stressed that implementing NEP 2020 is essential to realize this vision. One of the main recommendations of NEP 2020 focuses on providing rooted, futuristic, and global education to cultivate global citizens.
He noted that the University of Liverpool is the fourth foreign university to announce its presence in India publicly. By the end of this academic year, 15 foreign universities will have established a presence in India.
He expressed confidence that the University of Liverpool’s campus in Bengaluru will become a global hub that advances research and innovation while fostering a scientific mindset to contribute to global welfare and prosperity.
The University of Liverpool has officially received approval from the University Grants Commission (UGC) to establish the first foreign university campus in Bengaluru. The campus is set to welcome its first cohort of undergraduate and postgraduate students in August 2026. Initially, it will offer Business Management, Accounting and Finance, Computer Science, and Biomedical Sciences programs.
