The United Nations Security Council has issued a Press Statement regarding a terrorist attack in Jammu and Kashmir.


United Nations, New York, April 30, 2025 — The following UN Security Council press statement was issued by Council President Jérôme Bonnafont (France):
The members of the Security Council strongly condemned the terrorist attack that occurred in Jammu and Kashmir on April 22, which resulted in the deaths of at least 26 people and numerous injuries. They expressed their deepest sympathy and condolences to the families of the victims, as well as to the Governments of India and Nepal. Additionally, they wished for a speedy and complete recovery for injured people.
The members of the Security Council affirmed that terrorism, in all its forms and manifestations, is one of the most serious threats to international peace and security.
The members of the Security Council emphasized the importance of holding accountable the perpetrators, organizers, financiers, and sponsors of this reprehensible act of terrorism. They insisted that those responsible for these killings must face justice and urged all states to actively cooperate with relevant authorities following their obligations under international law and pertinent Security Council resolutions.
The members of the Security Council reiterated that all acts of terrorism are criminal and unjustifiable, regardless of their motivation and no matter when or by whom they are committed. They reaffirmed the necessity for all states to combat threats to international peace and security caused by terrorist acts, using all means available. This effort must be in accordance with the Charter of the United Nations and other obligations under international law, including international human rights law, international refugee law, and international humanitarian law.
