UGC Regulations 2025: Impact on University Evaluations

  • The University Grants Commission (UGC) of India has strengthened its supervision of university examinations and evaluation processes through the “UGC (Minimum Standards of Instruction for the Grant of Undergraduate Degree and Postgraduate Degree) Regulations 2025.”

New Delhi, India, April 25, 2025 — The National Education Policy 2020 has introduced several undergraduate and postgraduate program reforms. Among the recommendations are degree programs with varying durations, multiple entry and exit points, a blend of general education and vocational training, and the recognition of prior learning.

The University Grants Commission (UGC) has notified regulations regarding all the key elements that pertain to undergraduate and graduate programs under this policy.

The UGC has directed Higher Education Institutions to adhere to the regulations and align their degree programs accordingly.

EXAMINATIONS AND EVALUATION

The University Grants Commission (UGC) has reinforced its oversight of university examinations and evaluation processes, implementing stricter guidelines to ensure fairness and transparency. This initiative aims to enhance the integrity of academic assessments and uphold the quality of education across institutions.

Although the evaluation process will remain confidential, the system will provide sufficient transparency. Students will be allowed to access their answer scripts following the procedures set by the university.

  • This measure will help prevent state public universities from abusing their official positions. Often, these institutions bully the gullible public into believing they are in charge when, in reality, they are servants of society. Taxpayers’ money funds them, and they rely on UGC grants to survive. Their primary responsibility is to assist the underprivileged classes who cannot afford to attend private institutions.

CONSEQUENCES OF NON-COMPLIANCE WITH REGULATIONS

If any Higher Education Institution (HEI) violates the provisions of these regulations, the Commission will establish an inquiry committee to investigate the violations. If the inquiry committee confirms the violations, the HEI will face the following consequences:

(a) It will be debarred from participating in UGC schemes.
(b) It will be barred from offering Undergraduate Certificates, Undergraduate Diplomas, and degree programs.
(c) It will be prohibited from offering Open and Distance Learning (ODL) and online mode programs.
(d) It will be removed from the list of HEIs maintained under Section 2(f) and Section 12B of the UGC Act 1956.

The HEI may be subject to one or more of the above actions. Additionally, the UGC may implement further punitive measures as determined by the Commission on a case-by-case basis.
