New Delhi, India, August 19, 2024 — The University Grants Commission (UGC) has announced a new enrollment procedure for students intending to enroll in Open and Distance Learning (ODL) or online programs starting in the academic year 2024-25. The aim is to ensure that students are only admitted to approved higher education institutions (HEIs) and that the admission process is transparent.

The UGC has noticed that some HEIs are enrolling students in unrecognized online distance learning programs, which poses a risk to their future. To address this, the UGC has standardized the admission process. Under the new system, students must register on the UGC-DEB web portal using their Academic Bank of Credit (ABC) ID to generate a unique DEB-ID for enrollment.



Starting from the academic year 2024-25, students (except for foreign learners) enrolling in ODL/Online programs at recognized/entitled HEIs must create a DEB-ID. Once generated on the UGC-DEB web portal, the DEB-ID will remain valid for lifelong ODL/Online learning.
The UGC has instructed colleges and universities to implement the new approach for open and distance learning (ODL) and online admissions, ensuring that necessary tools are in place and new learners are informed.
