- Union Home Minister and Minister of Cooperation, Mr. Amit Shah, launched e-Sakshya, Nyaya Setu, Nyaya Shruti, and e-Summon App for three new criminal laws in Chandigarh today.
Chandigarh, India, August 4, 2024 — The Union Home Minister and Minister of Cooperation, Shri Amit Shah, launched the e-Sakshya, Nyaya Setu, Nyaya Shruti, and e-Summon apps for the three new criminal laws in Chandigarh today. The Governor of Punjab and Administrator of Chandigarh, Gulab Chand Kataria, and the Union Home Secretary were among the dignitaries present.
In his address, Shri Amit Shah emphasized the historical significance of the three new laws – Bharatiya Nyaya Sanhita (BNS), Bharatiya Nyaya Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA). He mentioned that these laws embody the essence of Indianness and our justice system. He stressed that the Constitution is responsible for ensuring justice for every individual, and our criminal justice system is instrumental in making this constitutional spirit a reality.
The Union Home Minister and Minister of Cooperation stated that after implementing these laws, India will have the world’s most modern and technology-enabled criminal justice system. The Ministry of Home Affairs has arranged for training and skill development at various levels to support this.
- Even before these laws were enacted, a decision was taken to set up a Central Forensic Science University. Currently, forensic science universities are functioning in eight states of the country, and forensic experts have already started to be trained. Additionally, forensic science universities will be opened in eight more states, aiming to produce 36 thousand forensic experts annually.
Shri Amit Shah stated that under these laws, a forensic team must visit the crime scene in cases with a punishment of seven years or more. Additionally, the use of technical evidence will help strengthen the proof of conviction. He also mentioned the appointment of a Director of Prosecution to oversee the prosecution process. Furthermore, the hierarchy of Directors of Prosecution has been established with defined powers, including at the district and tehsil levels.
The Union Home Minister emphasized the need to enhance the overall technical capacity of our system for the complete implementation of various initiatives. These initiatives include the launch of e-Sakshya, Nyaay Setu, Nyaay Shruti, and e-Summon apps. The e-Sakshya program will save all videography, photography, and testimonies on the e-evidence server, making them immediately available in courts. The e-Summon system will electronically send summonses from the court to the police station and the intended recipient. The Nyaay Setu Dashboard interconnects the police, medical, forensic, prosecution, and prison systems, providing the police with comprehensive investigation-related information in just one click. Additionally, Nyaay Shruti will enable courts to hear witnesses through video conferencing, ultimately saving time and cost while expediting case resolutions.
- Mr. Shah stated that Chandigarh is likely to be the first administrative unit in the country to have 100% implementation of the new criminal laws.
The Home Minister emphasized that citizens must understand and support these laws. He said that making people aware of the laws is not just the job of the Ministry of Home Affairs, state governments, or judges; it’s also the responsibility of citizens.
- The Home Minister encouraged the people of Chandigarh to seek official explanations from the Ministry of Home Affairs, the Government of India, or the Chandigarh Administration to clarify any misunderstandings about these laws.
