High-Level Committee to Reform Examination and Data Security Protocols | Ministry of Education, India

New Delhi, June 22, 2024 — The Department of Higher Education, Ministry of Education has formed a High-Level Committee of Experts to ensure the transparent, smooth, and fair conduct of examinations and the declaration of results. The Committee will provide recommendations on:

  1. Reforming the examination process mechanism
  2. Enhancing Data Security Protocols

The Committee has been tasked with submitting its report to the Ministry within two months. The Committee comprises the following distinguished members:

  1. Dr. K. Radhakrishnan, Former Chairman, ISRO and Chairman BoG, IIT Kanpur – Chairman
  2. Dr. Randeep Guleria, Former Director, AIIMS Delhi – Member
  3. Prof. B J Rao, Vice Chancellor, Central University of Hyderabad – Member
  4. Prof. Ramamurthy K, Professor Emeritus, Department of Civil Engineering, IIT Madras – Member
  5. Shri Pankaj Bansal, Co-Founder, PeopleStrong, and Board Member- Karmayogi Bharat – Member
  6. Prof. Aditya Mittal, Dean of Student Affairs, IIT Delhi – Member
  7. Shri Govind Jaiswal, Joint Secretary, Ministry of Education, Govt. of India – Member Secretary

The Committee’s mandate is as follows:

  1. Recommend improvements in the examination process mechanism to enhance efficiency and prevent potential breaches.
  2. Strengthen existing Standard Operating Procedures (SOPs)/Protocols and implement monitoring mechanisms to ensure compliance at all levels to elevate the system’s robustness.
  3. Evaluate and recommend improvements to the existing data security processes within the National Testing Agency (NTA).
  4. Enhance security protocols related to the paper-setting and other examination processes to bolster system robustness.
  5. Provide recommendations on the organizational structure and functioning of the National Testing Agency (NTA) to ensure effective implementation of the proposed improvements and clearly define the roles and responsibilities of all personnel involved.
  6. Assess the current Grievance Redressal Mechanism, identify areas for enhancement, and suggest ways to improve its efficiency.

The Committee has the authority to co-opt any Subject Matter Expert to assist them in fulfilling their mandate.

The Ministry of Education asked the Central Bureau of Investigation (C.B.I.) to look into a recent potential security breach in the National Testing Agency (NTA) data.
