New Delhi, June 10, 2024 — UGC India has published Guidelines on Public Self-Disclosure by Higher Education Institutions, 2024.
- The commission has asked Universities to make Public Self-Disclosure and bring transparency and accountability to Higher Education in India.
The National Education Policy (NEP) 2020 highlights the importance of higher education institutions (HEIs) being transparent and accountable through public self-disclosure. Therefore, HEIs should provide all relevant website records for stakeholders such as students, parents, regulatory bodies, and the public.
In line with this, the University Commission of India has approved the Guidelines on Public Self-Disclosure by Higher Education Institutions, 2024, in its 580th meeting on May 15, 2024. These guidelines emphasize the responsibility of all HEIs to maintain functional websites that make relevant information easily accessible to everyone without the need for registration or login. This transparency and accountability are essential for the growth of the Indian Higher Education system.
- Accordingly, the UGC has sent a letter to the Vice-Chancellors and Registrars of all HEIs asking them to comply with these guidelines and provide the records to the public with a search facility without the need for login or registration.
- In conclusion, higher education institutions must unequivocally share crucial information about themselves with all stakeholders, including students, parents, authorities, and the public.

UPDATE
Any higher education institution (HEI) found violating the UGC Fee Refund Policy 2024-25 will face punitive action outlined in Clause 5 of the ‘UGC Notification on Refund of Fees and Non-Retention of Original Certificates’ issued in October 2018.
